Carole Conn, Director of Public Services, Bar Association of San Francisco
Carole Conn is the Director of the Public Service Programs for The Bar Association of San Francisco’s Lawyer Referral and Information Service, which annually receives 50,000 calls and emails and processes over 10,000 referrals. Since becoming director in 2010, the LRIS has grown to include several low-cost and free programs to assist vulnerable populations, including the Military Assistance Program for veterans and military families, the ADA Education and Compliance Program for small businesses, the Senior Legal Services Program, and the Lawyers-On-Call Program. In 2014, the LRIS has expanded its program to provide lawyer referrals in Marin County, just north of San Francisco. Conn has contributed articles to BASF’s San Francisco Attorney Magazine, monthly BASF Bulletin, and the American Bar Association’s Division of Legal Services publication, Dialogue, for which she currently serves as editor. She has also been a regular contributor at the ABA’s annual LRIS conferences, including co-teaching the “Nuts and Bolts” session, and is a consultant in the ABA’s Program of Assistance and Review (PAR). In 2014, the San Francisco LRIS was awarded the ABA’s Cindy A. Raisch Award for an “Innovative Program Concept” for its ADA Education and Compliance Program. In that same year, Conn became the director of BASF’s Alternative Dispute Resolution program and was selected to participate on the State Bar of California’s Civil Justice Strategies Task Force, which seeks to alleviate the gap in legal services for persons of modest means. She currently also oversees the San Francisco Immigrant Legal Defense program activities of the LRIS, a program funded through the City and County of San Francisco which provides pro bono legal representation to unaccompanied minors and families in the San Francisco Immigration Court. Conn has been with The Bar Association of San Francisco’s Lawyer Referral and Information Service for over 25 years.
Roseann Hiebert, Director, Brooklyn Bar Association Lawyer Referral Service
Roseann S. Hiebert has been the Director of the Brooklyn Bar Association Lawyer Referral Service since May 2004. Ms. Hiebert has been awarded, by the Brooklyn Bar Association, the Distinguished Service Award for outstanding service on behalf of the Brooklyn legal community. She is the first employee, since the Brooklyn Bar Association was founded in 1872, to be recognized by this award. Previous to her position at the Brooklyn Bar Association, Ms. Hiebert was the Director of the Kansas Bar Association Lawyer Referral Service and the Lawyer Advice Line. During her tenure at the Kansas Bar Association the Lawyer Referral Service was awarded the Cindy A. Raisch Award in recognition of the Lawyer Advice Line and as a program worthy of emulation. This program, done in conjunction with Kansas Legal Services, allowed moderate income clients to have consultation with an attorney over the phone for a fee. The same program also received meritorious recognition in the Louis M. Brown Award for Legal Access competition. Ms. Hiebert has also been a speaker at the ABA National Lawyer Referral Workshop. Ms. Hiebert has also presented at the National Association of Bar Executives annual meeting on the topic of LRIS National Trends.
Eva Valentin-Espinal, Lawyer Referral Manager, New York State Bar Association
Eva Valentin-Espinal has worked for non-profits for more than 20 years. She has managed the New York State Bar Association’s Lawyer Referral and Information Service since 2007. Prior to that, she worked in the New York State Bar’s Pro Bono Department. Ms. Valentin-Espinal is the staff liaison to the New York State Bar’s Committee on Lawyer Referral Service, and is a member of the ABA and NABE. Ms. Valentin-Espinal holds a Bachelor of Arts Degree in Political Science from the State University of NY at Albany.
Chris Dreps, Member Services Senior Manager, King County Bar Association
Christine Dreps has been involved in the legal community for nearly 20 years, beginning with her work with the US District Court in Boise, Idaho. Ms. Dreps has held position in various capacities including marketing, fundraising, and community relations in both the for-profit and nonprofit world. Ms. Dreps has been employed at the Kings County Bar Association since 2010 in the position of Lawyer Referral Manager. As the Lawyer Referral Manager, Ms. Dreps is responsible for the development and tracking of membership and LRS budgets, marketing, development, and membership outreach.
Ken Matejka, President, LRSconnect, Inc.
Ken Matejka (J.D., LL.M) has been a California attorney for 28 years and is a former-member of the American Bar Association’s Standing Committee on Lawyer Referral and Information Services. He is the author of “The Guide to Online Marketing for Lawyer Referral & Information Services,” and is a regular speaker for bar associations across the nation, including the American Bar Association. For 17 years, he worked at the Lawyer Referral and Information Service of the Bar Association of San Francisco and for many years there, as LRIS Operations Manager, he was chiefly responsible for advertising the LRIS. In 2007, he left the bar association to found an online marketing company, the current version of which provides marketing services to over 30 bar associations.
